You should definitely re-install Windows for the reasons that these fine fellows have previously stated.

im going to upgrade from amd cpu to intel cpu. the only thing i am upgrading is the motherboard and cpu. should i reinstall windows 7? 

Always do a fresh windows install after a motherboard swap. Especially when switching from AMD to Intel or vice versa. Too much junk is left behind from the previous hardware and it will cause headaches to no end.

Best practice has always been a fresh install after a major hardware change. That being said, with Windows 7, you might be able to get with it. It's been somewhat forgiving when it comes to these kinds of change, though a motherboard change is considered a major upgrade so you'll most likely need to reactive Windows.

 

Save yourself potential headache and just do a fresh install.

A fresh install is recommended but if you really don't want to, you can try using sysprep http://www.sevenforums.com/tutorials/135077-windows-7-installation-transfer-new-computer.html. I've used it going from a athlon II X2 to a i5 4690k and there haven't been any problems so far, although I cannot guarantee the same results for you.

I am not sure if there is a feature on older Windows, like 7, but on Windows 10 there is a feature when you go into boot settings in where you can remove all installed programs/drivers from windows and re-install for your new hardware.
