Which cards exactly? 

 

Looking at the price point, it makes much more sense to get a single $400 card (and maybe xfire/sli later on)

But normally 1 better card is better then 2 midranged cards, even if those 2 cards perform slightly better, there are some issues with sli that make the reliability of a single card worth it over 2 mid ranged cards

sounds like the GTX970 vs dual GTX960s

 

I will say GTX970 > GTX960s

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
