Throttle? At 80? Go Google the information please.

Already done that, yes they throttle in 80's/90's been there done that.

Ok. so general update. Ive ordered a h1001gtx (maybe itll make a difference....) 

i checked everything that was suggested here (THANX FOR ALL THE HELP :D MUCH APPRECIATED) and everything is as it should be. from voltage to thermal paste. I cant think of anything else i could check. Ill report back if anything changes but yea. Thanks again anyway :) You guys are all awesome
