So, I just picked up a GTX 980. I installed Geforce experience and everything, but Shadowplay is not working. Here's a video I found online of the issue I am getting:

Essentially, pressing the 'on' button, I get the loading screen that it's activating, before it just goes back to its off state again.

 

I've tried everything to fix this. I've restarted the Nvidia Streaming services, I'll killed the Nvidia streamer processes, I've uninstalled and reinstalled Nvidia Geforce Experience, and I've fully reinstalled my drivers. None of this has made any difference.

 

I'm currently running version 2.2.2.0 of Geforce Experience, and version 347.52 of the Nvidia driver.

 

I'm on Windows 8.1 64 bit, and running an Intel i7-5820k, 16 GB of RAM.

 

If this could be the cause of the issue, I have an SSD for my OS, and a secondary hard drive for programs and everything. I've changed the default program files path in the registry editor to point to that drive. Since Geforce Experience doesn't have an option to choose where to install, it installs there by default. I'm hoping this isn't it, since I would need to reinstall literally everything to change my install directory.

I had, and still have the exact same problem on my computer, with my 980. Never found a fix.

 eGPU Setup: Macbook Pro 13" 16GB DDR3 RAM, 512GB SSD, i5 3210M, GTX 980 eGPU

New PC: i7-4790k, Corsair H100iGTX, ASrock Fatal1ty Z97 Killer, 24GB Ram, 850 EVO 256GB SSD, 1TB HDD, GTX 1080 Fractal Design R4, EVGA Supernova G2 650W

Roll back the drivers. There has been some issues with GeForce experience with a few of the more recent updates (i've had similar issues too) regarding shadowplay.
