High ping in-game

First off my issue is I cant play online games. My ping goes to 150-200 when I get into onto a server. Next when I do a speed test it shows perfectly fine speeds. I called my isp and they did a restart on the internet. That did absolutly nothing and when I say that, they did a test on my internet to see if something was wrong and they said nothing was wrong. I mostly play counter strike global offensive and it is unbearable to play because of the rubberbanding that happens. This has been happening for a little over 4 days now and it doesnt change at all. http://www.speedtest.net/my-result/4069012738 that is a recent speed test that I did in January and thats how it is currently, just when in-game I get really high ping. Before my problems I would get around 30-40 ping and very playable. Any help is appreciated cause I do pro gaming and cant really do it currently. Also any more information that is needed can be provided.

check that you are connecting directly to the server, and they you arent connecting to servers half way around the world

use tracert in CMD to find where the ping lag is coming from

Check the location of the server, So for example the Riot Games Servers for League of Legends are in California.  Testing your ping for your location isn't going to be accurate, so before you run your test change the server location to near where the server is located and that should give you a more accurate ping read out.

Im sure its not the location cause when i connect to a friends game that live 15-20 miles from me I still get high ping.
