FAA rolls out new drone regulations

The FAA is finally giving the nation new regulations for drone flyers, even the small UAV pilots.  The FAA has been promising new regulations for a long time, yet has been delayed by various problems.  They have new rules and a large cause of hassle for many of us pilots.  Check out the article by  Popular Science: http://www.popsci.com/new-faa-proposed-drone-rules-are-big-flying-deal

Aren't these new rules the same as they have always been, or has something changed?
