i was using cat3 cables all the way to the 5th floor from the router in the apartment building basement , that is 140 meters of cable

Well you would of been using 10base-T cat3 cable and we are talking about external networks are we not? yes copper can do 1gbps from a fiber backhaul 100m away i never denied that because that is what FTTN is although it's very rare your actual cable in the ground is 100m long it's usually longer.

You don't need data limits if you throttle heavy hitters. They will switch everyone to data plans if they're reclassified as title II

Well, absolutely no throttling for me, even some speed boost too.
