No , the 280 is a 7950 the 280x is a 7970.

 

So there are more differences that just OC.

But someone who would overclock a 280, would also oveclock a 280X, then the 280X would be faster. To OP, the 280 has less cores than the 280X and will not perform as well at the same clockspeeds.

Is the 280X just a overclocked version? Nothing else?

 

Just as with the 290/290x, and the gtx970/gtx980 the 280 is a 280x with several "cores" disabled. This is generally done as a number of the cores may have imperfections to the point where they cannot be turned on.

 

Also I believe the memory is clocked slower though I am not sure if this will lead to companies putting lower specification RAM chips on the 280 - if its the same you could just overclock it.
