GIMP.

GIMP is the best alternative since it's free. But it's not as powerful as PS is obviously.

GIMP. If you want something with the same layout as Photoshop, but at the same time photoshop is too confusing, then you're out of luck. Gotta take some time to learn the interface dawg.

I know how to use photoshop, but gimp is confusing cause its all split into stupid tabs

I have GIMP, and you might find it confusing, but man, it's almost as advanced as photoshop and it's completely free and open source.

You can make it run in a window by enabling the single-window mode. By the way, I made my profile pic entirely with GIMP. Made the background, got MLG glasses and a hat on the web, drew some kind of potato-type looking thing, then I added the glasses and the hat, then I animated by myself the hat with GIMP using it's advanced tools such as perspective and motion blur. Oh, and I made the hair too. Basically everything.

Definitely GIMP. Yeah it's take time to learn the interface, else people won't buy Photoshop. 

 

p/s: Go to Window and tick Single-Window Mode.
