USB won't show full size

My flash drive only shows 49mb of space it's supposed to have 16gb, I've tried formatting I still haven't been able to see the full storage capacity.

If I go to list disk I can see it has 14gb available.

Try using Diskpart in command prompt and do a "Clean" command.

I've formatted the drive already.

Thats why you have to reformat it, Windows doesnt always detect how big it should be, And therefor uses Much less of the capacity.

Well... I cleaned it... now it won't format.

Can you take a screenshot of what your Disk Management window looks like?

 

You can access it by typing "diskmgmt.msc" into the Run... prompt. It might take a little bit of time to load; that's perfectly normal.
