Cpu speed 0.15ghz faster then i set it too , help

i set my cpu speed to 4.5ghz (stable i know from previous testing) 

 

so today i turn on my pc , and open up  cpuz hardware monitor , aida 64 , xtu , and they all say my cpu speed is 4.56ghz - 4.65ghz 

 

is there something i missed ? or did wrong ? cuz ive never had this happen to me before

the current list of dead cards is as follows 2 evga gtx 980ti acx 2.0 , 1 evga gtx 980 acx 2.0 1600mhz core 2100mhz ram golden chip card ... failed hardcore , 1 290x that caught fire , 1 hd 7950 .

Probably just turbo boost. My 4690k does it too.

bus clock fluctuates causing higher/lower clock speed. not an issue to be

concerned about other than world record runs.

In your BIOS.

Disable BCLK Spread Spectrum & Set your Base Clock to 100.0Mhz changing it from AUTO.

 

This will fix your problems.
