These are the components I recommend (I didn't include the ones you already have). I didn't know if the budget included the components you have or not, so I guessed it didn't.
Wait for the r9 390x if you want a 4K capable card. If you want a card only for 1080p gaming, go with the r9 290.

Why do you need to go x99? x97 will be wonderful in most ways, for the forseeable future. Plus... cheaper.

its was my understanding that the x99 series was the only ones that supported the haswell 5820k and the ddr4

It is, but for gaming and streaming then a Z97 build would have been cheaper and more suitable. As you already have the X99 Board and DDR4 Ram then you might as well stick with it.

This is true. "more suitable" is an overstatement but the general idea is that these are pretty much equivalent platforms.

From a cost point of view Z97 would have been my choice as it is still around $150-$200 or so cheaper for the core components. As it is more of a gaming pc with Streaming and some editing I would have gone for an i7 4790K.

They are both good platforms though, and as the op already has the board/ram then I would stick with it.

My choice exactly until I saw the components he already bought.
