Basically when I was building my PC, I got some of the parts in one week and others on another week because of MLK day and stuff. So, due to my impatience, I put the parts that I had (CPU, MoBo, Case, PSU), and stole 1gb of DDR3 RAM and installed windows and my drivers.

Here's where the problem is: I installed the video drivers for the MoBo before my GPU came, so when I installed my GPU I had driver conflict. I had to wipe everything AMD related and reinstall it.

Yea, pretty much that's the problem. Now I don't know if it's driver related or what.

Any ideas?

Which PCI slot is the GPU in?

My account is almost entirely dormant. Hope you all are having a grand time. Many years of fun were had here.

The MoBo only has one PCIe slot.

OK. Fresh install of Windows? You only just installed it.

This is why I suggest you get all hardware together beforehand unless you absolutely need the computer now.

Also, try doing a system restore back to the day when you first installed an important program - before you had the GPU. See if that solves it. If not, reinstall Windows (don't forget to deactivate your key first!).

Well geez I built the system around MLK day (pretty much a month ago), so if I restore I'll lose pretty much all my stuff lol

Yes. Known problem with Windows 7. You have too much L3 cache. :)

Microsoft does have a hotfix but is still in under "more testing needed to be done" stage, so it is not available through Windows Update.

You need to manually download it: http://support.microsoft.com/kb/2619497/en-us

Download the hotfix, install it, restart, and your problem should be fixed.

Check the C:\WINDOWS\Performance\WinSAT\winsat.log file for errors, and take a look at that thread in Windows forums: http://answers.microsoft.com/en-us/windows/forum/windows_7-performance/windows-experience-index-problem-could-not-measure/a16349eb-6638-4ca4-946c-7fc8bcf872e9

All the files are there and working.
