put the pc together I have pulled it apart once already and put it back together, I think something might be wrong with the GPU when the PSU cables are plugged into the GPU nothing turns on except for the lights on the mobo and gpu, lights on the gpu are red and sometimes white. When I unplug the PSU cables from the GPU everything turns on! EVERYTHING, psu fans everything and my monitor says " please power down and connect the PCIe power cable(s) for this graphics card " but when I power it nothing wants to turn on.

specs:

i7-5820k

kraken x61

asus x99-a

asus strix 970

g.skill rip jaws 4 16fb ddr4

corsair rm750

samsung evo 840 500gb

White is good. Red means something isn't connecting properly. Have you used another set of PCIe power cables from your power supply?

Like @Jetster said, try getting access to another video card - one that requires supplemental power.
