Dude get the msi lightning 290x. It will last 5 years and for me under stress testing it keeps temps under 65

Toughs 2 are some of the more reliable cards but like any product your going to get a few bad ones here and there so I am not going to say there the best but compaired the the asus verson and msi versions this these 2 are a bit better as far as reliability goes

The Vapor, Tri-X, and Lightning are the best of the best. Also @MrTiC, while the Asus DCUII doesn't cool the VRAM chips properly, it keeps the core respectably cool. My brother has the R9 290 DCUII and his core would max out at 72C.

I reaplied paste and added Vram thermal pads, all good now (65-75c) overall and for the price it was a steal anyway

I would stay away from the ASUS when it comes to AMD GPUs. The Windforce isn't the coolest running non reference 290x card because it was designed for Nvidia cards, but it should still keep it cool enough. The Twin Frozr is kind of middle of the road, pretty much average when it comes to temps and is a pretty good deal at the moment on pcpartpicker.

 

Sapphire is top tier for the 290x. The vapor X is the best but its a lot more expensive than the Tri X, but the Tri X is still one of the best 290x's. The MSI lightning is the premium 290x but its really large, so keep that in mind if you plan to crossfire in the future. Powercolor PCS+ 290x has good reviews and is one of the coolest running 290xs and has the 2nd fastest factory OC, although some people say powercolor is kind of hit or miss for quality.

don't buy an Asus DCUii 290/x unless you want to water cool. the pcb, memory controller, layout etc. is fully custom, but the cooler is good for nothing more than stock speeds, and even then it struggles.
