Because 8 cores is a LOT more expensive, and not needed by the average consumer. 

Also, most consumer CPUs are dual cores or quad threads.

 

Hence why a 5960x is almost three times the cost of a 4790k (or four times a true quad core -- 4690k).

Because its way cheaper and easier to produce, also normal people don't need 8 Real Cores [iNTEL]

Becouse marketing, Intel pushes higher performance cores, While AMD pretty much reused cores for their FX line.

We will have to wait for Zen to see real improvements from AMD's side.
