While playing dying light, on max settings, I am running through the streets fighting zombies ranging from 30-70 fps.  Whenever I dip low, My GPU usage isnt at 100.  How can I get my GPU to stay at 100% usage so I can stay above 60.

Which software are you using to monitor the GPU? Some will show different levels of usage.

My arsenal: i7-9700k Gaming Rig, an iPhone, and Stupidity.

Personally, I think it's just a buggy piece of shit. I watched TotalBiscuit's Port Report on it and he lowered the view distance. His GPU usage actually rose. You may want to try that. (I have no idea why it does that. It was something that I noticed during the video and he made no mention of it.)
