With the video card, make sure you get something from Sapphire, like this: http://www.newegg.com/Product/Product.aspx?Item=N82E16814202079&cm_re=r9_290x-_-14-202-079-_-Product

It'll be quite under load like the previously mentioned parts.

Yea its either sapphire or gigabyte. Do you know any good fans under 15 bucks that look pretty?

Case - be quiet! Silent Base 800 or Fractal Design Define R5 (Windowed or Not Windowed)

PSU - SeaSonic X Series 760 watts to 1000 watts or Snow silent Series 1050 watt

CPU Cooler (Air) - be quiet! Dark Rock Pro 3

CPU Cooler (AiO Liquid) - Corsair H80i or Silverstone Tundra TD03.

I'm not sure if there's a huge difference between the R4 and R5, but my sister's R4 is anything but quiet.  Great build quality though, definitely my favourite case I've ever worked with.

Granted I have a bit of unique set up on it with a fanless radiator (so maybe the case fan plugged into the CPU header is running way too hard), but I wasn't really impressed. (She doesn't care though, so I didn't tweak it.)  Under load my HAF 932 loaded up with fans is still more quiet.  (granted I have noctua's with low noise adapters and large 200mm intake fans.)

Also, the issue I have with the R4 is the exposed top vents. So, on one hand, the H440 should be quieter, however the Define R4 can come without a window (which is a huge source of noise leakage) plus, the H440's top vents are aimed at the user (which is stupid...they should be aimed away like the front intake -- although that would ruin the aesthetics...but still).

Nope, it's windowless.  

 

I did have to remove the noise reduction foam on the top to install the radiator.

 

Low noise adapters would probably fix it.

 

The motherboard also likes to boot with all the fans at 100% for a few seconds giving it a real jet engine feel.

My board does that too from time-to-time :/ 

 

Anyway, even my H440 is silent -- although just the other day I got annoyed with the noise -- which I assumed was from the gpu/psu and as it turns out, the window was just loose.....two minutes and a few pieces of scotch tape and the noise was all gone...so now I'm just getting airflow noise :) -- So, I'm back to happily recommending an H440 for silence once again.
