Depends on which 400W unit. If it's a decent PSU and has at least a 6-pin power connector I would expect it to run the R9 270 without issue, unless you're also running an FX 9590 or something

Heyyo,

 

Put your rig together on this website and it will tell you estimated Wattage, I'd recommend having a PSU a minimum of 100 Watts above what it estimates. You never want your PSU to be running near full load all the time, that's when they run hot and can actually lead to stability issues:

I have an 850 Watt 80+ Bronze PSU and my setup is an estimated Wattage of 653 Watts. My PSU then should be averaging about 77% estimated load (653 / 850 = 0.768). That's plenty of breathing room. My PC and PSU are happy. :)

Also worth keeping in mind that the estimated wattage is calculated based off of industry standard TDPs rather than actual power consumption. A build that has a max wattage of 500W in PCPartPicker will likely draw 350W at the wall under load (and of course PSUs are measured based on how much they can provide, not how much they can draw from the wall).

 

So a 500W PSU for a 500W build will actually have breathing room.

 

My build has 362W TDP according to PCPartPicker but at the wall it draws 225-250 under load.

If it's a good 400W PSU and you're not running an FX-9590 or something with a ridiculous overclock then you should probably be fine. If it's some Raidmax or Diablotek piece of crap that can't actually meet its rated wattage then replace it ASAP. The Antec VP450 and Corsair Builder CX430 are really budget friendly PSU's you might consider if you don't mind rebates.
