weird issue in vista

im at work right now im trying to fix this old desktop and the background is stuck on solid colors im trying to change it back to vista and i already changed it from basic theme to vista theme it makes no difference. however i can change from one color to another but cant set it to pics or wallpapers. but iff you guys have any ideas let me know thanks!

Project black out: cpu: athlon x4 750k @4.7ghz, Mobo: asrock fm2+ a55 vg3+, ram: 1x 8gb hyperx 1866mhz, video card: 1x saphire radeon r9 270x, Storage: 1tb hdd ssd in the future,  cooling: 2 noctua 120mm fans 1 on rad one front intake.

It´s vista, that´s the problem.

 

Now seriously i dont know much about vista, but in seven there were some downloadable .exe´s around the internet which let Windows 7 Starter users to change the Unchangeable wallpaper, maybe that could work for Vista too. I really dont know that is just an idea.
