As the title says, i need help to know if the i3 4160 needs a CPU Cooler. If so, will the Cooler Master Hyper 212 Evo do the job?

Since it's a locked CPU just use the cooler that comes with it. You do not need to waste money getting an aftermarket cooler such as the 212 Evo.

The stock cooler will do fine (albeit loudly), but the Hyper 212 Evo is definitely a great CPU cooler. 

 

When I built my dad's rig (with an i5-4590), I did an hour-long stress test (Aida64) with the stock cooler. The stock cooler remained very quiet throughout the entire test (frankly, it was quieter than my Asus Strix 980 (though that's of course been overclocked)).

 

For a non-overclockable dualcore, I would consider aftermarket cooling to be a waste of money, because you'd be better off spending that $30 to get a slightly better CPU (like an i3-4360, which also wouldn't need aftermarket cooling).
