What do you mean draw? Like just drawing of your imported image? Well then you can try:

Paint.NET:

http://www.getpaint.net/

Great, free program, easy to use for people who aren't used to using GIMP, but you could also use GIMP, but I find GIMP kind of confusing, but that's just me.

Edit: I may have miss-understood. You can just google "Map of africa" or "Map Of africa black" and go to images, download the image by right clicking, then save image. Print it off, and then draw on it like that. Then you're golden!

Downloading programs from CNet is not a good idea, as they will commonly include unwanted, and sometimes dangerous bloatware... The more you know.

GIMP is the shizzle. You can have an infinite amount of layers (I think), so it's very useful for drawing maps.

GIMP is love.

The best software for making maps would be ArcGIS but it is going way over your needs. I'd say Inkscape is good for this. Or MS Publisher is you have full Office package. Gimp is good but doing things for report or slide show is annoying because of scaling issues.
