I googled if Blender (I'm assuming that is the 3D modelling tool used) benefits from hyper threading and quick/old results suggest that it does so very much. 

So I'd suggest staying with the i7 CPU. 

I do like your find with the R9 290 instead of the R9 280X for practically the same price!

 

Considering that this machine will be in heavy use, I do think that going for gold efficiency is warranted.

This EVGA PSU is well below the original option in price, while keeping the same efficiency rating and featuring full modularity.

Yes, Blender can benefit from HT but not so much when the extra threads aren't needed. 

Getting a larger psu would lower efficiency and partially negate the point of getting a higher efficiency psu in the first place. It's also not worth paying $35 more for.

A 4690k is already more than enough headroom. There isn't much rendering to be done for game modeling.

Due to how a system is actually used and not running at full load 24/7, a larger than needed psu will generally result in worse efficiency.
