I know this is big topic. I've managed to start playing GTA IV (I bought it last summer steam sale), but game is naah. I change the graphics (low to very high) and the fps is the same 45-60, but it's feels like 30fps. When I move my mouse it's moving like on spikes (and ingame my mouse is slow, some problem with sensitivity?). Is there any fix? Watch Dogs on Ultra/High was better. xD Rockstar please let GTA V be better.

GPU: GTX 670 | CPU: i7-3770 | RAM: 2133 Mhz HyperX Beast (16GB)

GTA IV was one of the worst PC optimized games ever. Not really a surprise here. High settings and low slider settings only gets me about 40fps on an 7870 (overclocked, so similar to 670 maybe 5% less)

My 770's get me around 95FPS average at 1080p maxed out and unmodded.

I do believe it is just your card. Because my single 970 gets 75-100 fps with 5-6 mods.

But GTA V will be better due the the large amount of time they have had on it.

I hope you realize that it's pretty much already done lol, they're just stalling for time now, the recent delay until March was just to push DLC out to consoles first, they're not really doing a huge amount of work to "improve" the game

Have you installed all the patches?

I think they install automatically through steam?!

I play on 45-60fps, but it's feel like 30 (mouse moving is so sharp).

My GPU handle new games, which look better on high settings (1080p) with the same fps, but feeling more smooth than GTA IV. And I didn't overclock my CPU, but if i7-3770 (3,4Ghz, turbo-boost 3,8, I can overclock the turbo-boost) can't handle GTA IV what we talking about?
