you mean like for example have an msi board but install as Asus BIOS? then no

Why I asked: My BIOS is terrible; you have no control of the fan speeds whatsoever. Any programs that will let you (I have Windows 8.1) SpeedFan, MSI Afterburner dont seem to work.

Well what board do you have because that would likely explain why.

Also, whats the recommended GPU temp? Im a bit worried. It gets up to 150 F and I couldnt hear fans, well, they were on but they were going very slow.

Everything for PC is measured in C not F 150F isn't too bad and it all depends on the fan profile that you have setup.

Depends on a number of things. If the fans are rotating slowly, that's probably why the temps are like that.

Right now my GPU is 95F.

Sounds like the max. If it is quiet it makes sense but if it underclocking and super loud you have issues.
