I don't know what your cooling situation is, but you could always use that money to upgrade your cooler and OC your CPU a little bit more. That i7 is realistically going to be better than any CPU, mobo, and cooler you will be able to find at that price.

tx4 it doesnt go over 60 on bf4

yes you can get 1 more stick of ram, just check the specs if they are all same like mhz and cas latencies.
then you will get even more memory bandwidth
