Having very odd framerate issues that have started recently.  It started during the smite world championships over the weekend.  I have only noticed it with smite but i can only assume with it will be with other games as well, as smite is only dx9.  Ok so i have three monitors and iw as watching the smite world championships, swcs, on twitch and i noticed the i was getting 60 or below fps in smite with a 4570 and a gtx 970 and i was like dafuq.  i know its not a cpu gpu bottleneck and my cpu is only a year old, maybe a little more, stock cooler tho.  then i noticed that the same thing was happening when i was just watching a youtube video.  what is goin on, hallllp

this happens on both amd and nvidia cards
its an issue with the 2d clocks and the gpu boost. you can either disable boost and set a static/fixed clock or just raise the min clocks of you gpu. not quit sure how to do it with nivia cards(i should say newer nvidia cards) as i use amd cards but thats what you can do to fix the issue.

 

edit: you might have to up the voltage a very small amount too

after looking around i'm pretty sure you can use Nvidia Inspector. to make it happen.

still a bit confused at my goal.  what am i trying to increase.

SMITE isn't intensive but Flash video is.  Check your CPU usage from for Chrome or Firefox, it alone may be up to 40%.  I've switched to using Chatty/Livestreamer and VLC to watch Twitch(VLC doesn't use flash, you get the raw feed).

 

I have a R9 290 and a 2500K @ 4.6GHz.  When playing any CPU intensive game and watching Twitch in Chrome/Firefox I was losing up to 30fps at times.  The second I paused the video my FPS went back to normal
