So this is apparently a download, how would I use it for a new build?

You download it, then you use a program like Rufus to burn it to a flash drive, then boot to the flash drive and use the provided license key?

 

With Windows 8.1 I believe you can just put the ISO on a flash drive and it boots into the installation without needing to burn it.

So i download it into a usb drive, and then when i finish building i plug in the usb and turn on the rig?

pretty much, you need to make a bootable usb drive, i recommend this https://rufus.akeo.ie/

same thing as disk, you make a bootable drive with like two clicks, there are explanations further down in that site. and then you choose usb drive in boot menu instead of dvd rom.
