Got a GTX 970 about a month ago and haven't noticed this since recently.  My build is a msi b85 g41 i5 4570 gtx 970 strix, thermaltake t2 750 watt, generic 4x2gb ram from an old dell.

I play bf4 dragon age inquisition at 60+ fps, but when I play smite, a dx9 game i get in the 100-120s, but when I stream twitch, it tanks to 50 fps.  Im very confused cuz i can multitask alot more than that, ex host minecraft server, play smite, skype chat.  ive had the processor for a little over a year.  any ideas why my fps tanks like that?

I can help with programming and hardware.

I'd say it's because you're streaming on an i5. Like @Coombzy said, streaming is really CPU intensive, an i7 would be more suited for streaming.

As the users above me have already stated, your CPU is not really up to par for streaming

RIG: I7-4790k @ 4.5GHz | MSI Z97S SLI Plus | 12GB Geil Dragon RAM 1333MHz | Gigabyte G1 Gaming GTX 970 (1550MHz core/7800MHz memory) @ +18mV(Maxed out at 1650/7800 so far) | Corsair RM750 | Samsung 840 EVO 120GB, 1TB Seagate Barracuda | Fractal Design Arc Midi R2 (Closed) | Sound Blaster Z                                                                                                                        Getting: Noctua NH-D15 | Possible 250GB Samsung 850 Evo                                                                                        Need a console killer that actually shits on every console? Here you go (No MIR/Promo)

This is why you should not get an FX CPU for ANY scenario other than rendering on a budget http://linustechtips.com/main/topic/286142-fx-8350-r9-290-psu-requirements/?p=3892901 http://linustechtips.com/main/topic/266481-an-issue-with-people-bashing-the-fx-cpus/?p=3620861

Streaming is CPU intensive, while an i5 can handle it fine most of the time, I have had friends also complain about FPS tanks in certain games.

I mispoke.  I am not streaming twitch, I am watching a twitch stream
