I'd go for the msi twin frozr.

also most of the HD 7000 series cards in production right now are voltage locked, correct me if I'm wrong, and you need to unlock them in order to get past a certain point.

overclocking mostly dependes on luck by whether you get a good GPU for overclocking or not however a better cooler, such as one from Asus, msi, gigabyte etc. , will have a slight advantage.

if you are looking for a recommendation from the list i think this is not a bad choice :  http://ca.pcpartpicker.com/part/asus-video-card-hd7950dc23gd5v2

EDIT: If you have a colour themed build then choose one which matches

The best 7950 in terms of overclocking is the HIS IceQ X2, the Sapphire Dual-X follows it closely.
The Twin Frozr II cooler is a bit annoying.

Or get a 7970 if you can afford one :

can a 770 handle 1 monitor 1080p and in the future 2 monitors 1080p

1 gaming monitor + one extra monitor = yes.

2 gaming monitors = no

3 gaming monitors = you will be better off with a 7970 for eyefinity which is significantly more advanced than surround + 2GB is not enough + 1 770 is not enough for most games.

Only the new 7950 from xfx (8+6 pcie pins) come into my mind when we're talking about locked voltage also heard about some Gigabyte cards but i don't know much about it. So you shouldn't worry too much about that.

Like the others said the His iceq x2 is really one of the best card when it comes to cooling and overclock. The Sapphire Dual X is also doing a great job when it comes to it.

The Asus card is the most quiet, but is really big (3 slots). MSI is a little behind those cards but is also a great solution.

Personaly i really like the 7950 from powercolor and XFX... The powercolor card is a great looking card with really good performance when it comes to cooling.

The XFX card is pretty loud, but it looks awesome and comes with lifetime waranty.

I7 4770K - @4.5Ghz  |  Be quiet Dark Rock Pro 3  | Asus Maximus VII Ranger Z97  | Kingston Genesis 8GB | Be quiet Power Zone 750w   | Sapphire R9 Fury X |  Sandisk SSD 120Go + WD Green 1TB 7200 rpm | Nzxt Phantom 410
