wasn't sure if this was considered storage or peripheral but..... I am well aware that if you plug a usb 2.0 flash drive into a usb 3.0 socket it will still run at 2.0 speeds. But does it improve it in any way with say consistency of speed or making it more likely to operate at it's maximum speed?

As you said, USB2.0 and USB3.0 and backwards and forward compatible and should work just fine. 
The issue of the speed is that the connection will always operate as fast as the slowest component allows it. USB2.0 flash drives operate at USB2.0 speed no matter if they are in a USB2.0 slot or a USB3.0 slot. Speed and consistency of the transfer depends on other things such as CPU, RAM, quality of the flash drive itself, place of the USB slot, front panel of the case, on the back, attached to the motherboard, etc.
It should function just as if it was connected to a USB2.0 slot. :)
