well obviously it makes more sense for Ubisoft to encourage sales via uplay because then they don't have to share revenue with anybody.

Didn't Steam hand over control of sales and sale prices to the developer directly sometime last year? I think Ubisoft still exercises some control over Steam's prices on their games.

devs always had control on the pricing. Just that steam/valve gets a percentage cut. All that happened last year was the devs got better tools which allowed them to be less reliant on valve.

What Humbug said. Steam is not a publisher it's just a store for games. It has no control over the prices of third party games(and never had any control).

 

And the same is for regional prices. Steam gives options for different regions but if the game is still using $=€ then it's the publisher who screws you over.
