I have this problem with an old Asus laptop (asus k42J series)
The HDD is completely full. and its because of a file called tmp.tmp. and theres a random file thats running on the start-up that prevents me from using MSE or malwarebytes.
And each time i delete that tmp file manually it comes back again.

HELP.

Delete that exe file that it's pointing to, or disable the startup item, restart then delete the file and the temp file.

It's because that program is running on startup that it's adding the files back again.

Another way is finding that process, (Appdata/Roaming/init.exe?) and end it from task manager, then delete the file and delete the tmp.tmp file, then restart and it shouldn't be back. Then run ccleaner and your mse/malwarebytes.

Run Ccleaner.

Go to Run -- > Type %temp%

Delete everything!

Run ADWCLEANER

Also disable that startup item that you rounded on that picture.

That doesn't seem to look legit to me!

Delete everything in AppData\Local\Temp and reboot.
