My friend decides to go with the Intel rig and I rebuild him a new PC. I provide him the RAM.  Please give me suggestion and advice on this build. I want to save as much money as I can for him.

I'd advise getting a basic 500W EVGA PSU and maybe buffing up the GPU

My arsenal: i7-9700k Gaming Rig, an iPhone, and Stupidity.

If he is gaming, I cannot make sense of the 750 Ti + the i5 4690k.

He'd be better off with a 4460 + the R9 290 that is on an awesome deal. Look around, you will find them.

If you want to save money, get a locked i5 and a non overclocking mobo :)

 

and then obs get a better gpu, which will add wayyy more performance

Another thread?  We made you builds to show you can go an R9 280, or even a GTX 970 at your budget.  Are you in love with that 750 Ti or something? :(

Lol. The problem is we cannot buy online since his parents don't trust the Internet and he wants to get everything in one go. The store we decide to buy the parts have GTX 970 @ a crazy price.

If you have to buy from a store, then convince him to wait for deals.  Might take a week or two longer.  See if any stores have "price matching".  Or try to show his parents the difference in prices when shopping online.  Buy some stuff from a store, but the parts that are really cheaper online should be ordered.

 

Also, you mentioned he does not want to overclock in the other thread.  He can still get the "K" series chip with a Z97.  One day he might change his mind, and everything is already capable of OC'ing.

You don't have to stick with my build trapizi.  These are just suggestions.  If the difference in the build is as big as a 750Ti to a R9 290, I would wait.

 

Maybe you could link the store that you are shopping at?  That could help.
