You need to reinstall DirectX. I got it with an application awhile back. 

 

I think it's the same code.

WTF does that mean?

..... Steam > Right-click the game > Local Files > Verity Integrity of Game Cache

 

 

If he's running Win 8/8.1 I think it's included by default with Direct X 11.

 

Well, his screenshot is showing an issue with with dx9.

How you tried re-installing DX9? Like I've said earlier?

 

If it's The Crew, it'll be DX11.

DX11 refreshes them all anyways doesnt it? Considering he'll have DX9 installed through DX11 i don't think it matters... I mean he could try both but i doubt it'll matter. 

Not sure what code i got but it was similar and i just reinstalled DX11 and mine was fixed.

Now then here is a clean windows 8.1 install with all of it's updates.
