Have you tried completely reinstalling the graphics driver?

helped building up the CPU Overclocking Database and GPU Overclocking Database, check them out ;)

Does the game have better FPs if you turn all the settings right down to minimum graphics options?

 

If so, then graphics card issue, if not, something else is causing the issue. (Might just be coincidence it's showing up now)

When I turn the settings all the way down the fps goes way up.

Do you have any other graphically intensive games you could try? Perhaps the Heaven benchmark?

I experienced a problem with my Asus strix 970 with very very poor performance in Battlefield. I found that it may be MSI Afterburner (the Rivatuner stuff). It caused an issue one way or another, and I closed out of it and it fixed the poor performance. What was happening for me was that the GPU utilization would go from 80's and 90's all the way down to 7% ish.

Oh you said it stays at 100% usage....still maybe if you have MSI Afterburner in use, might be the problem....not sure though :/
