Static speed means that particular speed, unchanged.

It doesn't tell me if it is suppose to run at 100% all the time or just 75%.. :(

Probably 100%.

Usually with dc motors that you find in fans for example, you can adjust their speed by regulating the voltage in the range of 5-12V.

In theory a pump motor isnt any different, so you could regulate its speed, but in this case it should remain untouched, running at constan 12V. Usually because the pump is specifically designed to run at this speed and could otherwise get damaged.

What pump is it? Have you contacted the manufacturer?

The Pump on the AIO H110 lol, I did, it's his answer "The pump speed should not be adjusted as it is designed to run at a static speed. Adjusting the speed will cause adverse, and sometimes irreversible, issues."

he still doesn't answer my question if i should set it at 100% 1500RPM or at like 75% should be fine.
