Buying Windows 8.1

I am currently shopping for Windows 8.1 on the web and was wondering if there are regional restrictions/differences. The thing is that I found Windows 8.1 for $99 USD on Amazon (US) but if I go to the Windows Store in my host country (Mexico) they want to charge me $149 USD for exactly the same version.
 
Getting the Amazon version would be fairly easy for me but I am not sure, because a Microsoft Representative I chatted earlier with said it might not work. Has anyone experience with this?

It'll work fine. MS just wants the money.
