Yes the I3-4330 could be a good choice, but the I5-4590 is only like 50-60 euros more

If you go for an i3 you can go for a more expensive board that supports Intel Rapid Start which can use up to a 60GB SSD to cache the HDD so windows and programs are SSD based while still showing up as one drive so non techies don't accidentally fill up the SSD with pictures or whatever if it was separate.

That' will work great, If you decide to run the i5 I'd get a slim aftermarket cooler just so it won't be loud under full load but I really doubt if will ever get under full load.

Im going to use a Noctua NH-C14, with only 1 fan at low speed, for a silence pc

Hello 

 

Im going to build a fast desktop pc for my parents, it will not be used for gaming, only normal use of internet like youtube, netflix, and netbank.

 

My question is the onboard grafiks HD4600 from a I5- 4590 good enough for their use, or will a I3 and a Gtx 750 be better.

Yes the HD4600 is plenty for normal usage and even 4K video playback

 

My dad's PC is an i5-4460 using the MSI H97M-G43 mobo running of the DisplayPort output on the mobo

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
