Can't turn on Win Defender

Spybot being active was the cause.

does it give you a message or just does not do anything?

When I try and turn it on in action center nothing happens. When I try and run it as administrator I get the message: This application has been turned off and isn't monitoring your computer. If you're using another app to check for malicious or unwanted software, use action centre to check that app's status.

 

There's also an error when I try and run through services.msc but I forget what that says. It's something similar.

run the avg removal tool
http://www.avg.com/gb-en/utilities

the go into Control panel (win + X), System and Security, Then Action Center.
you should be able to turn it on in the action center :)

oh removal any other antivirus programs too

Already run that and no dice.

Would Spybot and Malwarebytes be programs I'd need to remove too?

I have seen so many of these so called helpful programs not remove a darn thing when you really need it to.  When you do your next clean install do not use any of this crap and make sure you buy legit programs/games from legit sources.  That is a simple way to keep your pc from turning into a **** show.  Seriously when I stopped downloading warez long ago that changed things.  Also if people would make sure before they say yes to using free programs read what you are installing.  Best of luck to you OP.
