i7-4790K with 290X crossfire. Will 850W handle it, and will it be enough to OC the i7?

A decent 850 would be more than enough for that.

It's enough but 100% full loads might be cutting it a bit close

The coolers probably cause an increase in power draw.

Couldn't find some graphs but I could find Peak wattages of CF R9 290X which is 725W (total system). You may be cutting it a bit close if you want to OC the lightnings and the CPU when you hit full loads but otherwise it should be totally fine

no ocing for the 290Xs, just the i7. Is that still pretty close? I can link the psu I have if you'd like aswell

Clock speed doesn't affect power draw--voltage does. 

Lightning cards draw similar power to another version of the card when at the same settings.

You'll be fine.

It's plenty of room unless he's using a LN2 bios and being kind of ridiculous about oc'ing his graphics cards with 'not-sure if safe anymore voltage'.

Also if you are not OC'ing the R9 290X's then you're fine. Full loads, like balls to the wall, should be around 800W with an OC on the CPU.

Well with Reference R9 290X being at 725W at full load (Lightning consuming more because of the cooler etc) and the OC on the CPU it might not be as much headroom as you might think

Say they determine the power draw from the wall and don't state efficiency of the PSU then you still don't know the actual power the PSU needs to provide so in that way it's useless when you want to know whether a 750W PSU is fine or cutting it close (Like this 725W scenario).

Say they determine the power draw from the wall and don't state efficiency of the PSU then you still don't know the actual power the PSU needs to provide so in that way it's useless when you want to know whether a 750W PSU is fine or cutting it close (Like this 725W scenario).

They state their testing specs but efficiency isn't fixed and is difficult to measure without expensive hardware. 

Power draw benchmarks will also vary a bit so it's best to take it with a grain of salt and compare it with others--this advice is good for just about anything.

Your Lightnings on the normal BIOS will perform just like any other 290x and draw an average of 280+ watts each. Its only when you install the extra 6 pin PCI-E power and run the LN2 BIOS will the power draw hits almost 400watts. Since the GPUs are not OCed and you will only be OCing the CPU. The 850 watts psu is good enough. Enjoy your new CPU and mobo.

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
