Overclocking?

The easy question is your memory speed. Because it's "double data rate" it lists the speed as half of what it actually is.

Your clockspeed, try using CPUZ, if it still says 3.5 GHz then go in your BIOS and manually change the multiplier.

I'd say don't do anything to it, because it probably still has the stock cooler.

I have a MSI 297 g55 mobo with an i5 4690k, And I've tried to overclock a little bit and in the bios, There an "Overclock genie" Function and I tried that, And when I open up a program called "Speccy" The volts on my cpu stay at 3.5 ghz. Is there a different program I should be using for looking at my voltage or Is nothing happening with the OC genie? Also The turbo boost on my CPU doesn't seem to do anything either.

And when I go into the bios and change my RAM frequency to 1600 mhz Speccy tells me it's still at 683 mhz. Can someone please help me?

DDR stands for double data rate. The 683mhz is doubled to make ~1333mhz. You need to either enable XMP profile or change the settings manually in the bios settings. 

Did you enable OC Genis?

I did enable OC genie but it didn't change anything so I went back and turned it off, And I manually change the Ram frequency to 1600 mhz, I will try to enable xmp mode. I will report back lol thank you!
