Looks pretty top tier to me. Looks all like Enthusiast grade hardware. Only thing you could improve would be CPU Cooler and overclock a bit :)

I'm guessing you mean like i7, GTX 980/ R9 290x as top tier but thats extreme tier to me. Me and you would be top tier to me if you get me?

I am fine with an extra £50 on my budget if building the whole PC. If a single part then it varies. It all depends.

for a single part i may fight with dealer for 1 buck .lol

It depends on what the user needs. Pricing of a system as long as it isn't a bad value and matches what the user needs is fine.

If you ever need help with a build, read the following before posting: http://linustechtips.com/main/topic/3061-build-plan-thread-recommendations-please-read-before-posting/

Well I would not say it's top tier, because no matter how high you get, there is almost certainly something better.

Top tier for me is 5960X, dual/triple GTX 980, 32GB RAM, 512/1024GB SSD and the like.

Well top is defined as "the highest or uppermost point, part, or surface of something."

Anything over budget is too much over budget. If I set myself a £600 budget, I'll stay withing it, maybe go a few £ over if it's really worth it. I don't factor delivery costs into budgets though.
