The non-windowed version is quieter.

970's in general will run very cool and they can be very quiet with custom fan curves. The AMP! Extreme isn't exactly the quietest option though.

If you're going for a near silent system, don't get iPPC Noctuas. They're industrial fans that run at high rpms and aren't really well suited for quiet systems. 

 

The system could be better. Where are you shopping? Budget?

Any case can be silent, the fans play a huge factor. Used to use an R4 and I had some 140mm Phanteks fans as intake and those were obnoxiously loud at 12v, so was the 140mm Noctua in the side panel. The case also has bad flex in the roof if there is nothing mounted in its place. While not an issue since you're going to be using a fan or moduvent, it's still weak construction compared to other cases I've used.

 

That said, title says R4 and the R5 is shown.

You have to decide, what is more important to you acrylic window or low noise. The answer to that question determines whether you get a windowed case or nah. I vote solid panel R5. 

 

Silent GPU: a GTX 970 with zero fan mode up to 60 degrees like the Strix or EVGA FTW.

 

Silent PSU: hybrid GPU or the Seasonic 400W fanless PSU.

 

P.S: your title says R4, list shows R5.

Typo, my bad. ill replace the gpu with a strix then i think,  

Think 400w is enough for that system and maybe 2 extra fans and 2 hdd's?

So i'm kind of going for a pretty silent build, but i LOVE to see my components so i'd really like to go with a window version.

How much would it affect noise levels though?

Also, Tips on silent high end gpus?

 

and silent psu to run it?

Yeah, although it'll be close though. Your system probably draw about 350w-375w. You can sacrifice some noise there and get a normal or hybrid PSU. 650W EVGA PSU or 750W EVGA g2 if it's in your budget.

i had quieter fans but decided to replace them with noctuas and was gonna run those fans at a low rpm. the main question is really how big the difference between the windowed and non windowed version concidering noise.

It makes a noticeable difference.
