Maybe take some compressed air, and blow out all the gunk that is under the circle pad? Sorry when it comes to 3DS i don't know much.

Lol, that was one of the reasons I didn't want Super Smash Bros. for the 3DS :P

Anyways,

I've seen 3DS's in stores at display and people apparently went bonkers on them, because the circle pads were always broken..

The top part was off it and the only thing left was a smaller pad, which does the movement actually.

I would suspect the problem lies in the 'smaller pad' for you, so I think that would have to be replaced...

Then again, I have never done this, so can't speak out of experience..

You might break your 3DS in the process.. So yeah..
