Had another program that was screwing with it, closed it and it fixed.

When I hit the refresh button it just opens a duplicate tab :s

 

how da hell do i fix it

You mean Ctrl+R or F5? Do you have any additional functions or shortcuts enabled from your keyboard's software, because I don't think Chrome has any settings for custom key mapping. Try reinstalling Chrome?

Do you mean when you hit a software refresh button or a hardware one? (I.E. the refresh button on chrome or on your keyboard)

It might have something to do with the sticky keys thing.

Do you mean F5 or the refresh button on chrome?
