Depends on the game really. For badly optimized games or CPU hogs like BF4, yes it will. With directX 12 that should be less of an issue, but you'll probably have tp upgrade to Windows 10 for that (or hope for Mantle support on Nvidia cards).

970 SLI and you are talking about a budget build...

Are you trying to kid us???

Budget is subjective...

A budget does not necessarily have to mean low, but means restricted.

4460 can run dual GPU

but in all seriousness

remove the 970 SLi and opt for single GTX980 and i5 4690K with a Z97 SLi board

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

If you watch the video on three SLi vs dual SLi the scaling is still not 100% there. 1300 can fit tons of nice parts. Reconsider your build again.

But budget build kind of implies, that the amount of money which shall be spent is low...

With your definition of budget every build would be a budget build!

THE TITLE SAYS IT ALL

it doesn't say it all for god sakes you don't even tell what resolution you intend to render your games at...what games you intend to play...

at 1080p your CPu would be the limiting factor more often than not and it's normal since dual 970 at 1080p can push upward of 150FPS in most games...

and of course the i5 wont deliver that kind of framerates.

At 1440p or higher resolution then the GPU becomes your limiting factor again as they fall in the 100FPS range or less.

...and has other have said it would be ridiculous to buy a locked i5 and a Z97 motherboard that is SLI ready with dual top of the line cards...

just buy a 4690K and a single GTX980 or GTX970.
