Motherboard troubleshooting/help

I'm honestly not sure what else to do. I'll preface by saying that a friend of mine's computer stopped working one day (wouldn't turn on) after a breaker blew. This happens fairly often, and has never caused any issues before. At first I thought it was the power supply, but we did the short method, and it started fine. So I had him order a new motherboard. The motherboard arrived earlier, and I went over to install it, and all went well/ However the board refuses to go past an error screen and wont take us to the bios. We have tried; Clearing the CMOS. trying a different CMOS chip, updating and downgrading the bios, and unplugging everything that isnt the motherboard/cpu/ram. The board posts, and shows that the CPU is detected and running, and we ere able to discover the drives through the update utility on the board. So basically, we can start the system, but can't get past this error "Please enter setup to recover bios settings". However, none of the hotkeys to get into the settings do not work, except for the flash utility. All help would be appreciated.

 

Edit: At this point and think we're just going to skip the nonsense and RMA the board, thank you to those who attempted to answer. Any further suggestions are appreciated.

A full specs of the pc may help.

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

The keyboard works? What's your mobo, if it is asus it should have direct key and you can use that for the computer to force into bios, Another reason to get Asus

The keyboard does work, we even tried two different keyboards

 

Edit: This motherboard does not have a Direct key.
