Probably a very nooby question, but do all lga1150 CPUs need the 8pin CPU cable, I am going to be using a 4690k.

That varies by motherboard, get a decent PSU and it won't matter as you'll have the cables for any configuration.

Do I need it for a 4690k (maximus vii hero) build, or do I not, does the CPU run off the 24-pin, or the 8pin exclusively. Do I plug it in or not?

You need at least a 4 pin. The motherboard power connector(24 pin) does not power the CPU at all.

Plug in everything unless either part's manual specifies to do otherwise.

8 pin. You could probably get away with a 4 pin with that motherboard, but if you have the 8 pin, I would just use it.

8 pin. You could probably get away with a 4 pin with that motherboard, but if you have the 8 pin, I would just use it.

Thank you, its gonna be my first PC build, and I Dont know where I got the idea that you could run a CPU without power.... I will also be doing a build log for it too. Gonna name it "Frostbite"
