Last gen consoles got them free so I dont see why that would change. The only way it will be paid is if it's LATD or TBOGT style.

Meh, I don't really care if they're paid or not, since they'll be insanely cheap during Steam Sales either way.

Any unknown button should be pressed even number of times.

The monthly DLC's will still be free, but a big Story Mode DLC will cost about $20

GTAV had free monthly DLC's on last gen consoles. Rockstar says they'll continue that once PC drops.
